2023 Orange County Custodial Deaths

The OIR is conducting independent reviews of all custodial deaths that occurred in 2023. Below are reports from the Orange County District Attorney's Office and the Office of Independent Review. Some of reports have been completed while other are still pending and under review.

 


Ryan William Barnette – March 3, 2023

The OIR is in the process of conducting an independent review of the custodial death of Ryan William Barnette, who died on Friday, March 3, 2023. 

Todd Robert Whited – March 20, 2023

On March 20, 2023, 47-year-old Todd Whited from Stoystown, PA who was housed at the Central Men’s Jail, Mod A-Tank 5 died at OC Global Medical Center. At the time, Whited was awaiting arraignment. At the conclusion of the Orange County District Attorney’s independent investigation, Whited’s manner of death was determined to be natural, and his cause of death was identified as a subarachnoid hemorrhage due to a ruptured intracranial aneurysm. The OIR is in the process of conducting its own independent review of the custodial death of Todd Robert Whited. 

Brian Schaar – April 13, 2023

On Thursday, April 13, 2023, 37-year-old Brian Schaar from Los Angeles, CA who was housed at the Intake Release Center in Module L died at Orange County Global Medical Center, Santa Ana. At the time, Schaar was awaiting trial.  At the conclusion of the Orange County District Attorney’s independent investigation, Schaar's manner of death was determined to be natural, and his cause of death was identified as dilated cardiomyopathy. The OIR is in the process of conducting its own independent review of the custodial death of Brian Schaar. 

Death After Custody – May 14, 2023

The OIR is in the process of conducting an independent review of an inmate death after contact, who died on Sunday, May 14, 2023.

Jason Williams – July 11, 2023

On Tuesday, July 11, 2023, 50-year-old Jason Williams from Costa Mesa, CA housed at the Central Men’s Jail in Module F died at Orange County Global Medical Center, Santa Ana.  At the time, Williams was awaiting trial. At the conclusion of the Orange County District Attorney’s independent investigation, Williams's manner of death was determined to be natural, and his cause of death was identified as hemopericardium due to aortic dissection and hypertensive cardiovascular disease. The OIR is in the process of conducting an independent review of the custodial death of Jason Williams. 

Custodial Death – October 22, 2023

The OIR is in the process of conducting an independent review of the custodial death of an inmate, who died on Sunday, October 22, 2023.
